This would have been nice to have at least have been announced when Sgt Kreel was widely available rather than nearly 4 years later, but still nice to see that they are working to pad out the squad.

Oh, absolutely! It's pretty much just ANH unmasked human characters that are the problem there (and it's easily solved by giving the actors some money!). There's no decent reason that we don't already have a bunch of Rebel pilots. You'd think it would have been an easy thing to drop one in every other wave or so and slowly expand out into A/B-Wing pilot flight suits as well, but no... sigh.
Likeness rights aren't a thing for Nien Nunb, since you can't see the actor's face, plus by the time Empire was in the works, Star Wars toys were already a big deal, and actors signed over their likenesses in perpetuity to Lucas for merchandising purposes as part of their contracts. When George sold Lucasfilm to Disney, all that was part of the deal. Zev Senesca and a Snow Speeder version of Wedge would be easy, if Hasbro actually wanted to make them. For modern movies and shows then yes, it's possible since likeness rights are incorporated into current actor contracts as a matter of course. For old stuff like ANH, likeness rights for merchandising weren't even thought of for minor roles and background talent - that's why it's taken forever with the Tonnika Sisters. A toy company would need to track down the actual actor and negotiate a deal in addition to the license they're already paying Lucasfilm. Adding any additional cost to the process makes the big companies not want to even go down that route, so I wouldn't expect any identifiable background characters. Things probably changed with ESB (hence why we ever got Willrow Hood aka Ice Cream Maker Guy) after studios realized with ANH that they could merchandise *everyone* so needed to make sure they have the rights to do so without impediment.

Are you sure about the likeness rights issue? It seems to me they make generic named characters all the time that look like characters from the shows or movies. For example, that Imperial Officer (Ferrix) figure they made is clearly a specific person, but I doubt they paid likeness rights to him (and if they did, why on Earth would they do that?). They could make a Death Star Officer or Star Destroyer Officer figure in black and avoid likeness rights altogether.

That the "Dark Times" Imperial Officer that's wearing the poncho/cape like Krennic at the beginning of Rogue One? I was thinking more just the standard Imperial Officer buck but in black, like Lieutenant Shann Childse, the Detention Area officer in ANH that I always thought looked way too much likeRutger Hauer... but yeah, we're not getting individual background characters from the OT anymore given likeness rights that they'd have to pay for.

Hasbro might have actually sold more snow speeders if Zev Senesca and Snow Speeder Wedge had been made using the body they used for Luke and Dak and put in any of the waves around that time. Biggs could obviously use X-Wing Luke's body like they did for ROTJ Wedge. Also they made an Imperial officer in black for Andor. I suppose they could also make Daine Jir, Vader's second in command on the Tantive IV raid...but they won't.

The lack of the Imperial Gunner and AT-ST Driver is a continual thorn in the side of my Imperial collection. Heck even some black uniformed Imperial Officers would help and are super simple of do given their existing tooling bank!
How we haven't had a slew of simple head swap/slight redeco Rebel Pilots is absolutely beyond me at this point of the line...
