Somehow between 1987 and 2008 Hasbro lost the rights to call a figure Nemesis Enforcer. They never seem to have tried to fix it. From what I could tell in the Energon GI Joe comics, he's supposed to be the same character, although the Cobra-La stuff unfolds very differently than it does in the movie.
