Evil-Lyn actually. Look at her in the newer cartoon series. She'll turn on you without thinking twice. Just ask Skeletor how many times she's double crossed him.
For Toys, I nominate Trapjaw. Some guy was dressed as him at SDCC and he looked AWESOME.
For the cartoon, I guess Skeletor. But thats more of a 'least biggest tool' award and nothing to brag about.

My childhood favorite was Modulok the Evil Beast of a Thousand Bodies. He had all those inter-changable body parts making him the greatest Customizable Bad-guy ever with limbs that could actualy be CHOPPED off by He-Man's sheldom-used battle axe! He was also about the evilest looking toy I have ever owned, and he was usually depicted as quite clever. His mini-comic showed him manipulating both Hordak and Skeletor as well as tricking Prince Adam into bringing him inside Grayskull. He-man had to not only team up with Skeletor but also use his new Thunder Punch power in order to defeat Modulok's dastardly plot.Can you imagine what the Four Horsemen could do with that monster?!

I've recently been watching episodes of the 200X series, and after seeing that King Hiss EATS PEOPLE, I'm gonna have to go with him, if we're talking about the "baddest of the bad"...
I prefer Skeletor and Hordak, though.
