Carrie Fisher's brother, Todd, says, before her untimely death, Carrie's Leia was supposed to be revealed as a "full-fledged Jedi warrior, complete with her very own lightsaber" in Episode 9. You can check out an interview with Todd Fisher where he discusses the use of cut footage to incorporate her into The Rise Of Skywalker, as well as, his comparisons with Sir Alec Guiness' Obi-Wan in A New Hope.

It would have been a nice continuation of Leia being the other hope discussed by Yoda and Obi Wan but if that was really the plan, they should have set it up better because there wasn't even the slightest hint of Leia being trained in the Force in the Force Awakens.
